Adelard Gagnon is one of many who remembered the Salem Fire of 1914, which destroyed 1,376 buildings, and made over 18,000 people homeless or jobless. Because the Pequot Mill, and other buildings owned by the Naumkeag Steam Cotton Company were destroyed, meaning that the city’s biggest employer was in ruin, it became the impetus for the forming of the United States Employment Service.
